Huntington Ingalls - Technical Solutions (HII-TSD) is seeking a dynamic, innovative, Growth/BD Lead to directly support HII’s Technical Solutions division (TSD), Fleet Sustainment Group (FSG). The Senior Director of Business Development will report to the Group President, this highly visible position will work with the most senior leaders across the business group and division to develop and execute strategy while driving business growth for the group. The successful candidate will have proven experience managing and directing a BD team including BD and Capture Managers, BD Operations, and Proposals. The successful candidate is preferred to live in Hampton Roads, VA but applicants in Northern Virginia may be considered. #LI-NM1 *MV *EP


Essential Job Responsibilities


HII is seeking a seasoned sales/business development professional that has current relationships with leaders in the U.S. Navy and other DoD agencies or adjacent markets, while also possessing direct experience managing large federal pursuits. This business development leader will lead the expansion of our platform sustainment services within existing core Navy and other DoD markets to meet growth and diversification objectives. The candidate must be able to communicate the credibility and commitment of HII at appropriate executive levels within targeted customer communities. This position will work closely with the appropriate group operation managers to:

  • Provide strategic direction and leadership.
  • Develop comprehensive account plans.
  • Identify and qualify new business opportunities.
  • Develop creative capture strategies.
  • Assist in the preparation of winning proposals for our government clients.

The candidate will be responsible for providing leadership, leading major capture activities, developing and supporting business strategy and development, marketing and branding activities of key services and offerings, providing recommendations on investments to support operations thrusts, and cultivating and growing customer relationships. In addition, the successful candidate will be responsible for ensuring alignment with overall strategic planning efforts and linking pursuits/capture activities that support quarterly/annual sales metrics for awards, submits, and pipelines.



This leadership position will have “Player-Coach” responsibilities, requiring leadership, managerial, and individual skills in managing other business development and capture professionals, as well as being responsible for individual customer accounts and markets. Responsibilities include market analysis and strategic business planning to include identification, qualification, and capture—leading to the award of major programs. This position has the following requirements:

  • Lead and support strategic planning efforts in partnership with the Group President.
  • Provide leadership, vision, and strategic direction to the business development team.
  • Collaborate with assigned capture managers, operations leaders, and business development staff.
  • Provide oversight for customer contact and positioning efforts, team interactions, and collaboration with internal BD resources across FSG (Fleet Sustainment) and other TSD (Technical Solutions Division) business units.
  • Lead the initiation, coordination, and monitoring of the capture process to proposal efforts.
  • Assist in monitoring program performance vital to new business growth.
  • Create and maintain an environment conducive to the professional growth and development of the business development staff.



Minimum Qualifications

  • 10 years relevant progressive experience with Bachelors in related field; 8 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant progressive experience.
  • Experience with customer relationship management (CRM), opportunity tracking, and familiarity with Salesforce or other CRM tools.
  • Experience with government contracting and the wide variety of contract types.
  • Demonstrated experience and performance as a business developer, including the identification and qualification of a mature pipeline is essential.
  • Market experience with access to a broad range of key DoD customers and industry partners.
  • The candidate must be an organized, aggressive, and highly-skilled professional with proven success in selling to government customers within the highly competitive platform sustainment and professional service markets.
  • Clearance: Must possess and maintain a Secret clearance.



Preferred Requirements

  • 15 years of related experience is required; a Master’s degree in a relevant engineering or business management field is desirable.
  • The preferred candidate will possess in-depth knowledge of capabilities required to sustain manned and unmanned platforms, especially in the core capability areas of maintenance, modernization, logistics, engineering, and training.
  • Demonstrated business and technical vision, disciplined strategic thinking, and analytical presentation and problem-solving skills.
  • The ability to gain internal support while establishing a solid working relationship with technical staff, managers, and peers.
  • Clearance: Possess and maintain a Top Secret clearance.
