Navy Exchange Service Command (NEXCOM) is searching for an experienced and dedicated Chief Financial Officer to oversee NEXCOM’s Finance Division in the provision of strategic oversight of a full range of financial management functions and responsibilities, including budget development and execution over multi-million dollars budgets, accounting principles and reporting requirements, measuring organizational performance, operation of financial and related systems to support processes, federal procurement practices and policies, internal management control, credit reform programs, financial markets, and financial modeling for current and future periods.

Success in this role requires leadership that is highly analytical and professional, and that possesses excellent organizational skills. The chosen candidate will help develop, evaluate and apply data strategies to our daily operations to improve and monitor company development.

Job Summary:
Serves as SVP/Chief Financial Officer with accounting, treasury, risk management, and loss prevention responsibility for the NAFI organizations within the NEXCOM global enterprise and provides management control of financial requirements and resources. Reports directly to the NEXCOM CEO.

Duties and Responsibilities:
  • Senior leader in all matters of financial accounting, treasury, risk management, and loss prevention management related to NEXCOM enterprise programs. Develops, administers and maintains a centralized accounting and financial reporting system for the non-appropriated fund operations of the Navy Exchange System. Provides strategic financial support as needed for the evaluation of NEXCOMs capital investments and leadership on other decision making issues affecting the enterprise.
  • Responsible for effective asset management which includes cash management, banking relationships, investment of excess funds, collection of accounts receivable, authorization and payment of travel and relocation expenses. Ensures NEXCOM’s risk management programs are balanced with self-insurance and purchased coverage in the most cost effective manner. Ensures all programs are financed and operating in the most cost effective manner.
  • Maintains relationships with external auditors from NEXCOMs audit firm, outside actuaries, financial institutions and third-party organizations that provide services to NEXCOM.
  • Develops and administers the Navy Exchange operating budgets, monitors field activity performance with respect to operating budgets, identifies problems and recommends corrective action. Evaluates financially underperforming locations and develops solutions. Reviews operating budgets for other business lines and reports monthly variances.
  • Communicates operating results and variance analysis monthly to NEXCOM senior leadership and operating divisions and establishes measurements of operational performance. Monitors worldwide monthly retail inventory levels, indicating trends and required corrective action. Develops long-term financial and cash flow forecasts as part of the strategic planning process.
  • Oversees staff of 200+ financial personnel located in multiple sites. Establishes performance standards and completes performance appraisal of key personnel. Ensures maintenance of favorable working conditions and relationships. Ensures compliance and philosophical leadership in EEO and Diversity initiatives. Provides executive coaching, leadership and mentorship of talent throughout organization.
  • Provides financial information, responses, guidance and support to the MWR/NEX Board of Directors and its committees. Serves on other management committees and boards at the discretion of NEXCOMs CEO including 401(k) Plan Administration Committee, Compensation Committee, IT Investment Board, Facilities Planning Board, and the Executive Committee. Serves as Chairperson of NEXCOMs Investment Committee and is an active participant on various Executive Steering Committees for major enterprise IT projects.
  • Evaluates new developments in financial software and their applicability to the NEXCOM mission. Benchmarks technology trends in financial arena and provides long term strategy for financial teams IT architecture and systems.
  • Constantly looking at best practices within function, benchmarks competition and fosters a Continuous Process Improvement culture. Serves as the Command’s CPI Champion.
  • Ensures compliance with DoD/OSD reporting requirements and DoD Directives, Instructions and Publications that pertain to the accounting and treasury functions for NAFIs and Military Exchanges. Ensures compliance with Generally Accepted Accounting Principles (GAAP) and all applicable Federal, state and local regulations for financial and tax reporting compliance. Ensures that effective internal controls are in place to deter fraud, waste and abuse and to promote responsible management of financial systems and programs.
  • Provides guidance and support for APF Comptroller and team that manages appropriated funds for NEXCOM. APF Comptroller is a direct report to CEO.

Performs other related duties as assigned.

Must be a U.S. citizen and able to obtain a top secret clearance.

The incumbent of this position is required to annually file a Standard Form 278 - Executive Branch Personnel Public Financial Disclosure Report.

Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Drug test results will be provided to the employing activity/command.

Basic requirements for entry into this NF-06 (non-appropriated fund) position (SES equivalent) include the following: Applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the NF-05 level, GS-15 grade level in the civil service, or equivalent Senior Executive positions with state or local government, the private sector, or nongovernmental organizations.

EDUCATION REQUIREMENTS: A 4 year bachelor's degree.

A four-year bachelors’ degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")


Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge will be used in determining basic qualification requirements.

The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant, Certified Management Accountant, a Certified Internal Auditor, or similar certification obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing and except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

AND: A total of 15 years of experience is required, consisting of the following:

GENERAL EXPERIENCE: 3 years experience in administrative, professional, technical or other responsible work which the applicant gained general background knowledge of business-type operations; an understanding of the nature and characteristics of administration; the ability to deal satisfactorily with others and to negotiate with operating personnel; ability to recognize causes of and analyze problems and recommend practical solutions.

Note: Post graduate education can be substituted for general experience.

AND SPECIALIZED EXPERIENCE: 12 years of progressively substantive experience which provided a broad knowledge of one or more functional areas of financial management, such as: budgeting, accounting, auditing, management analysis, program evaluation, financial or statistical reporting which included making objectives and logical determination of fact; developing, coordinating and executing financial strategic plans from development through execution; conducting in-depth financial operations reviews of multi-divisional organization; and supervisory experience; or similar work which demonstrated the knowledge and abilities of financial management.

2. Knowledge and expertise in developing financial strategies and driving the implementation of organizational operational priorities, goals, operating plans, and objectives. Demonstrated ability to envision, coordinate, implement and analyze retail business using financial insights and analyzing trends. Ability to analyze large amounts of financial and mission performance data and put it in presentable formats for senior decision makers.

3. Knowledge and ability to establish, maintain, analyze and execute operating budgets and other controls in a global retail store environment to continually improve costs, cash flow, investment priorities, to include policy matters and improve efficiency of existing operations. Demonstrated ability to use financial and statistical reporting to improve store performance and identify risks of loss.

4. Ability to effectively build organizational and staff capacity. Assesses associate capabilities and identifying training needs and opportunities through the development of subordinate staff succession planning and career coaching.

5. Ability to effectively build and develop effective collaborative relationships, provide guidance, and influence change across all levels of the organization including other senior level members through effective compelling communication styles (written, verbal, and presentations).
